The Marin County Human Resources Department and the Marin County Department of Health and Human Services (H&HS) are announcing a recruitment for the position of Assistant Chief Fiscal Officer. There is one full-time vacancy available in Health & Human Services Administration.

The Assistant Chief Fiscal Officer serves as the primary fiscal resource for the Behavioral Health and Recovery Services (BHRS) division of the Health and Human Services (HHS) Department. The position is responsible for the development, monitoring, forecasting, variance analysis, and year-end close process of the BHRS budget. The position also provides oversight of cost reporting, grant budgeting, client billing, and fiscal monitoring of contracts. Key responsibilities include managing audits and serving as a subject matter expert on key provisions for various funding sources, including Medi-Cal, Short-Doyle Act, Substance Abuse Prevention and Treatment Block Grant, and Mental Health Services Act. The position will serve as liaison between HHS and other County departments and will work to ensure Federal, State and local accounting and reporting requirements and applicable laws, regulations and professional accounting practices are met. The position reports to the department Chief Fiscal Officer and manages approximately 7 – 12 direct and indirect staff. Although this is a management position, the job entails hands-on work, including reviewing and/or approving journal entries, requisitions, leases, contracts and position changes as well as performing ad hoc financial analyses. The Assistant Chief Fiscal Officer takes an active role in performance management, coaching, and staff/team development and is expected to train staff and ensure procedures and policies are up-to-date and adhered to. This position is expected to cross-train on other HHS program budgets to provide coverage during absences of other Assistant Chief Fiscal Officers and potential rotation of duties.

 

The ideal candidate has experience managing complex budgets with blended funding, including Federal, State and local funds. We are in search of an experienced leader in the area of fiscal and budgetary management with strong supervisory skills and a sound understanding of the full range of fiscal controls and budgetary principles in a public sector environment.

 

The ideal candidate will also:

  • Be an effective, highly skilled financial manager with demonstrated success in developing budgets, managing complex funding streams, forecasting revenues and expenses, and analyzing variances.
  • Be knowledgeable of Federal, State and local reporting requirements as well as government finance and accounting rules and best practices, including GAAP, GASB, and GFOA.
  • Be highly adept at utilizing automated information systems to streamline work processes, reduce risk, and/or minimize cost.
  • Understand government contracting practices and procedures.
  • Thrive in an environment of uncertainty, change, or limited resources and competing demands.
  • Endorse accountability and assist in achieving continuous improvement goals.
  • Have excellent leadership and management skills and the expertise to effectively and efficiently manage a team of finance professionals.
  • Have exemplary interpersonal and communication skills, including the ability to effectively present financial information to non-financial audiences.
