The Market Regulation Department of CME Group is responsible, in part, for satisfying statutory and regulatory provisions associated with operating designated contract markets. The team is charged with monitoring and surveilling CME Group's markets for abusive, disruptive, and illegal activity; detecting and preventing manipulations; and among other responsibilities, conducting investigations and enforcing compliance with exchange rules.
Investigation Analysts in the Market Regulation Department are specifically responsible for conducting surveillance for and investigating trade practice violations, such as spoofing, wash sales, money pass activity, frontrunning, fraud and deceptive practices, disruptive trading activity, ATS malfunctions, and recordkeeping matters. Investigators accomplish this by participating in programmatic reviews of specific trade practice violations, conducting ad hoc and structured research, reviewing and analyzing complaints of market participants, and conducting investigative case-work once a potential violation has been identified.
To excel in this role, Investigators must have or develop a sound understanding of market fundamentals, trading practices, investigative and surveillance techniques, and exchange trade practice rules. The role is highly analytical and requires Investigators to be facile working with large datasets, analytical tools, and basic statistical modeling. The role also requires Investigators to have strong writing skills as the Investigators document their observations and findings in written memoranda and reports, and engage in written discovery (e.g. interrogatories, requests for production, etc.). Investigators must similarly have strong oral communication skills as the Investigators often take recorded oral interviews of subjects and witnesses in investigations.
Finally, Investigators will simultaneously manage multiple assignments, whether research, program reviews, complaint reviews, and/or investigative case-work. This requires strong organizational and planning skills and a high degree of initiative to ensure timely completion of assignments.
