The chief operating officer position provides the leadership, management and vision necessary to ensure DBSV HK has proper operational control, administrative and escalation procedures, human resources and systems in place to achieve business growth, financial strength and operational efficiency. Primary focus is to assist DBSVHK CEO with business development, general governance and control issues and ensure services provided by outsourced Support Units are efficient and cost effective. This position is also responsible for developing and executing the overall management policies and assisting DBSVHK CEO to formulate business strategies.
Responsibilities:
  • Work with Head Office to implement and cascade policies with regards to operations and risk management to support the DBSVHK's front-end business plans. These policies are subject to constant review due to changing needs
  • Formulate, update and implement quality assurance programs to review end-to-end processes and ensure that the Company is always in compliance with regulations
  • Ensure that support functions and headcount allocations are aligned to business goals and needs, and delivered efficiently for the Company
  • Assume Service Delivery Manager role and monitor the performance of the support functions, including annual reviews
  • Work with DBS HK IT to ensure that Company's IT infrastructure and performance meet regulatory requirements and support business needs efficiently
  • Evaluate business opportunities and work with the BU Heads to drive NPAs
  • On occasion, will represent the business in various reviews with DBS HK
  • Own UORM functions with oversight responsibility for Heatmap, OR Highlight , OR Focus Area, Residual Risk Approval, Reputational Risk Profile, ORMS, access right approval and review, Reputational Risk Training, RCSA, Incident Monitoring , Issue and Action in ROR system and any other operational risk matters as appropriate
  • Secretariat to DBSVHK BCC and attend regional monthly Vickers Group BCC
  • Act as Coordinator for the Data Retention Task Force
  • Act as BCP Manager
  • Any other task that may be assigned from time to time

Requirements:
  • A university degree in relevant financial disciplines, with MBA preferably
  • Over 15 years of experience in Financial Industry and preferably in securities field
  • At least 5 years in a senior management role
  • Relevant knowledge in Operations, Risk and Credit, Finance, IT and Compliance divisions
  • Good understanding on regulatory requirement in securities industry and typical workflow in securities brokerage
  • Experience in process Improvement and innovation
  • Professional qualification in risk management and regulatory framework
  • Experience in financial planning with prior experience overseeing multiple support units
  • Skilled in organizational development, personnel management, budget and resource development and strategic planning
  • Flexible and able to multitask; can work within fast-changing environment while driving towards clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems
  • Good communication and people management skill
