Competency Centre Manager, Digital Delivery

You will lead the Digital Delivery Competency Centre in NTUC Income. In this role, you will recommend and promote best practices, KPIs and tools for measuring the performance of projects and teams.

You are responsible to provide web and mobile technology leadership and direction across the full lifecycle of applications projects from planning through implementation. You will also be expected to stay in touch with latest web and mobile technology trends, as well as having strong opinions about how systems should be engineered.

PRIMARY RESPONSIBILITIES

  • Provide strong leadership and guidance to the development teams under your charge to develop their design and software engineering capabilities, and capabilities to manage both internal and outsourced software engineering resources
  • Develop and maintain Digital Delivery software development processes (Waterfall and Agile), development standards, design patterns and best practices
  • To work with Technical Solution Managers and partners to develop Digital Delivery Competency Center to support delivery of new capabilities and technologies that enables Income strategic initiatives
  • Manage on-going application support and new enhancements for the respective applications
  • Ensure application designs adhered to architectural roadmap, in particular, align to Service Oriented Architecture direction
  • Ensure application development adhered to software development life cycle process and standards
  • Lead the development team (internal and external) to deliver Digital Delivery application projects
  • Evaluate new technologies and identify the probable benefits and opportunities
  • Develop metrics to track development competencies by skills set and applications. Work with team to continuously make improvements and achieve higher competencies
  • Monitors and manages the production support to ensure incidents and problems are managed within set SLAs


Qualifications
  • Degree Holder in Information Technology, Info Systems or equivalent.
  • At least 12 years of Application Development and Management experience, preferably in financial services industry or insurer in particular
  • At least 5 years of Outsourcing, Vendor and Contract management experience
  • Solid understanding of software development life cycle models (both Waterfall and Agile) as well as expert knowledge of in project management principles and practices
  • Certified Project Management Professional and Scrum Master is an added advantage
  • Proficient in the following technology:
- React, Redux, Spring Boot, Node.js, Java, Javascript
- REST, JSON, SOAP, XML, HTML / HTML5, CSS
- iOS (ObjectiveC / Swift), Android, Outsystems
- Apache, Weblogic, IIS
- Oracle DB, MSSQL, MySQL, SQLite
- Amazon Web Services, Openshift
- Knowledge of SOA, ESB, API, BPM
- Windows, Unix, Linux
  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building
  • Strong advocate of standards and challenge status quo with new and emerging technology to address new business challenges.
  • Excellent oral and written communications skills and experience interacting with both business and IT individuals at all levels including the executive level
