Brief Description of Country Corporate Treasury:
The Country Corporate Treasury team supports the Country Treasurer and CFO on Balance Sheet Management activities.  The team is responsible for ensuring disciplined treasury practices in managing treasury risk exposures, and providing an independent oversight on liquidity risk management and contingency funding planning.  The Country Corporate Treasury Team also partners with the businesses to optimize funding structure within appropriate risk levels and Balance Sheet management disciplines.  The team provides advisory service on treasury strategy, supports the Country ALCO discussion, and acts as a liaison with all constituencies within Citigroup, including communication with senior management, strategizing treasury issues with other business segments and across different corporate functions (Financial Control, tax, etc.).
  • Actively participate in Country's daily and monthly local regulatory reporting deliverables related to treasury eg MAS 649, MAS652, MAS Industry Wide Stress Test, QIS etc
  • Responsible for rules writing in Harmony for the strategic local regulatory reporting RegInsight project
  • Participate and provide oversight to S2, 5G, RLAP and LCR Reg (US) liquidity reporting requirements to US; coordinate closely with various stakeholder to complete the deliverables on time
  • Provides variance analysis and commentaries to both regulatory and internal risk reporting
  • Monitors and liaise with Risk Treasury/traders for liquidity limit excesses and trigger breaches on key stress test and liquidity ratios. Ensures timely reporting, escalation and follow up resolution for all liquidity limits and trigger breaches
  • Actively participate and collaborate with key stakeholders e.g. Country Treasurer, Market Risk Manager and FRSS Manila team to deliver and roll out the Country Annual Liquidity Package
  • Provides oversight on FRSS Manila team to ensure accurate and timely reporting
  • Actively participate in Country and CSL ALCO deck production
  • Responsible for Corporate Treasury EUC inventory reviews, LRR reviews and MCA deliverables
  • Support Regional and Global Treasury on key and strategic projects
  • Strengthen overall liquidity risk management and supervision, including liquidity reporting, system development and testing etc.  Support and coordinate with various stakeholder including but not limited to Controller /FRSS/ Market Risk on user testing and rollout planning
  • Handle ad-hoc initiatives, projects and requests related to treasury, finance and balance sheet management
  • Candidate expected to understand financial markets, developing an appreciation for how changing economic conditions impact both the business and treasury


  • Bachelor's degree required
  • At least 5 years of practical experience with solid knowledge of treasury, risk management and financial analysis 
  • Understanding of financial markets, banking regulations, Basel III regulations, liquidity and capital management, and risk management principles
  • Good working knowledge of assets-liabilities management and balance sheet optimization
  • Practical experience/strong understanding of MAS649 reporting is highly desirable
  • Good understanding of transfer-pricing and interest rate risk will be a plus
  • Excellent spreadsheet and modeling skills required  Seasoned analytical experience  is essential; must possess ability to apply sound judgment when reviewing output; critical thinking is essential
  • Strong written and oral communication and interpersonal skills  Ability to interact with people at different levels of the organization
