The Role Responsibilities

The Senior Business & Regulatory Communications Lead is responsible for the overall management of critical work streams attached to a Global Corporate Entity Restructure Programme, currently underway in the ASA Region. The key accountabilities of this role include:

· Manage the Regulatory & Compliance work stream plans and deliverables working alongside the Business Work Stream Lead including:
o co-ordinating inputs/artefacts required for regulatory application submissions from other work streams and functions attached to the wider project.
o Understanding, and clarifying submission requirements at a detailed level and closing out the open queries/actions required with Country Regulators and external counsel where ambiguity exists. Documenting and tracking such actions across different country processes to closure and submission.
o Follow up as central point of contact on any regulator queries attached to the submissions, co-ordinating with the Country Compliance Officers to ensure expedient and articulate responses are provided.
o Own and manage the relationship with Country and Regional business facing teams to facilitate gathering inputs and requirements from those teams and ensuring the content is reviewed and applicable to the requirements of the regulatory submission.
o Producing proper tracking documents to ensure clear ownership, delivery dates etc are transparent and owners within the plan are accountable for their deliverables. Hold regular meetings to ensure status is regularly reviewed and tracked.
o Manage Compliance project artefacts and submissions into programme governance (RAID, status reporting, project plan updates etc) to ensure a transparent view of progress is provided into the ASA Rubik PSC.
o Co-ordinate and manage cross dependencies with other work stream PM'S/Leads to ensure regulatory submissions run to plan (e.g. Board Updates, resolutions, approvals etc)
· Manage the Communications plan including:
o update central project communications packs, draft quarterly board and other Governance Committee updates, regulator updates etc.
o Own project updates into other Board, Risk and Management team as required outside the quarterly Board communications.
o Ensuring provision of baseline comms to all stakeholders to ensure they have a central starting point to facilitate their respective updates.
o Own and drive the projects Communications Plan including quarterly updates and work with Business & Legal to support definition of strategy and approach for client communications as part of the Business Impact stream of work.
· Manage the internal "Changes to Corporate group Structure ("CGCS") approval process to completion and sign-off:
o Draft Transaction description using inputs from programme and required functional SME's.
o Co-ordinate draft of document against agreed scope and facilitate review and edits to final draft for approval by stakeholder panel.
o Actively review and challenge project SME's to ensure ambiguity is removed, risks are appropriately identified and captured and any conflicting commentary is aligned.
o Facilitate sign-off by plan date and archive said approvals.
o Draft Board Paper summary and review with key stakeholders to finalise.
o Host regular update meetings to ensure progress is tracked and milestones are met.
· Manage the internal Change Risk Assessment ("CRA") process to completion and sign-off.
o Own and manage the Delivery Risk component of the CRA working closely with Group and Country OR contacts, as well as the overall Programme Manager.
o Facilitate process risk assessments across the respective work streams by producing and tracking a detailed plan for completion.
o Reporting/escalating any delays that might impact overall go-live dates.
o Manage any issues or concerns raised by the OR Contacts to resolution.
Key Responsibilities:
Strategy
  • Support CEO Office in compiling Country Business Plans and Strategy Papers for Board review and for submission as part of regulatory applications.
  • Ensure appropriate review and challenge is applied in assembling critical project docuemnts and communications.
Business
  • Manage relationships and deliverables with key stakeholders within Compliance, Legal, the Business & CEO/COO Offices in applicable countries.
  • Prepare executive updates to relevant Boards, Risk Committees and other key communication channels attached to the project including ensuring appropriate review is undertaken to finalisation.
Processes
  • Support Programme Manager successful delivery of projects, from planning to execution and closure. This includes forming the project framework of workstreams, steering groups and ensuring the appropriate representation across the disciplines.
  • Liaise with key stakeholders to scope the work required and deliver the required outcomes, monitoring progress throughout to ensure implementation remains on track.
  • Manage issues across projects/workstreams; make recommendations on approach for solutions, after coordination of inputs from relevant stakeholders.
  • Provide a single point of contact for the Regulatory & Compliance work stream.
  • Project management, meeting planning, agenda, minutes and running workstream / steering group meetings.
  • Project planning, collation of project status reporting and preparation of management packs and support compiling materials for project related workshops and planning sessions.
  • Supporting the management of activities to agreed timelines vs. assigned owners.
  • Training and communications to relevant stakeholders, as required.
People and Talent
  • Foster good relationships with the other Function Project Managers and attend their Project Working groups as required.
  • Act as a collaborative team member supporting with advice and guidance to stakeholders and fellow team members alike.
Risk Management
  • Ensure key risks are identified and appropriately articulated appropriately in any project communications within the remit of the role.
  • Identify project and business risks, escalating to the Programme Manager and Stream Leads (as appropriate) with strategies to mitigate that risk.
  • Maintain RAID logs to ensure risks and issues are accurately tracked and mitigated, escalating any delays or concerns.
Governance
  • Adhere to SCB Programme Management good practice and governance.
  • Look for ways to mitigate risk in delivery at all times.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.

Skillset:
  • Degree qualified ideally, with 10+ years in banking, specifically experience in working on large multi-dimensional programmes / projects and/or business facing roles.
  • Exceptional verbal and written communication skills. Experience with preparation of Board or other Executive Committee papers preferred.
  • Strong project management and analytical skills.
  • Experience in working on legal restructuring programmes / projects preferred.
  • Exceptional relationship management skills. Strong ability to manage and influence multiple stakeholders across different disciplines.
  • Ability to build and achieve constructive working relationships with stakeholders involved in the execution of the programme.
  • Good understanding of the banking industry and regulatory environment. All round experience working across different businesses and functions of a bank preferred.
  • Proven ability to constructively challenge SME's across a variety of disciplines.
  • Good understanding of governance and risk management.
  • Ability to manage multiple deliverables in a timely and effective manner.
  • High level of responsiveness, sense of urgency; ability to operate in a highly pressurised and dynamic environment.
