What we’re building 

We now need a Cass Manager to support the transformation and the future growth of the business within the IT and Business Change function, so it can simplify our IT architecture by removing our legacy systems and investing in modernised, lower-cost technology systems, and deliver a digital platform that provides a single view of our customers.


Job summary

•Work with the CASS Officer to manage the oversight of Client Money and Client Assets
•Oversee the completion of daily Client Money and Client Asset reconciliations, ensuring they are in adherence with the CASS regulations
•Oversee monthly reconciliation activities, such as the ISEM, ensuring all controls are completed and following up on any exceptions, both at month end and during the reporting period.
•Manage  the day to day operations of CASS Oversight, working with the CASS Analyst and ensure the team meets its objectives
•Monitoring prudent segregation requirements under CASS, particularly in relation to ensuring all risks are identified, monitored and any changes in amounts are recommended in line with operating requirements.
•Be aware of CASS regulatory changes, industry trends and their applicability to Canada Life Platform, identifying where business and operational changes will be required
•Support the CASS Officer in maintaining a CASS culture, providing CASS knowledge training across the business and managing CASS communications
•Work with all business areas involved in CASS, including Investment and Finance Operations, Compliance and Risk and ensure each are aware of their CASS responsibilities
•Take a proactive role in managing third party providers and outsourcers who operate under the CASS regulations in the provision of their services to Canada Life Platform.
•Oversight of risk event reporting for CASS incidents and breaches.  Taking ownership of accurate self-identification of breaches, together with ensuring remediation activities are completed, together with production of accurate MI in relation to CASS breaches.
•Responsible for completeness and accuracy of the CASS risk and control framework, ensuring all risks are identified and adequately controlled and be a key contact for risk and control failures, leading on their resolution
•To ensure senior management, the CASS Oversight committee, other key risk committees and the Boards receive adequate and timely management information on the operating health of CASS and monitoring it against risk appetite
•Support all internal and external reviews of CASS, ensuring they are fully prepared for and supporting the CASS Officer in delivering all required remediation actions.
•Own the CASS Resolution Pack ensuring it is updated regularly and meets regulatory requirements.
•Compile the monthly CMAR return to the FCA, ensuring all documentary evidence is gathered ahead of formal sign-off by CASS Oversight Manager.


What you’ll do
 •Responsible for overseeing the completion of the daily and monthly (for ISEM)  internal and external Client Money and Client Asset reconciliations, ensuring they are completed accurately and within the CASS rule requirements, and that all reconciliation breaks/exception items have been followed up and resolved promptly
•Responsible for the completeness and accuracy of the CASS Resolution Pack
•Create management information for CASS Oversight Committee, Senior Management, Risk committees and the Boards on the health of CASS, including the creation and updating of a CASS dashboard and any other papers required
•Manage the day to day operations of the CASS oversight team, ensuring the team meets its objectives, support the CASS Operational Oversight Function, set standard service delivery and manage liaison with other departments
•Manage the identification, mitigation and escalation of any issues with third party providers and outsourcers who pose a CASS risk to Canada Life Platform
•Responsible for the management of the CASS risk and control framework, and associated risk assessments from on-going continuous assurance review activity as well as managing control testing and attestations
•Manage all CASS events and ensure they are prepared for and delivered, including internal and external audits, and Compliance monitoring
•Support the CASS Officer in the creation of a CASS culture and manage CASS communications across the business, including writing, scheduling and delivery of training and communications
•Proactively keep up to date with changes in CASS regulations, industry trends and their applicability to Canada Life Platform, identifying where business and operational changes will be required
•Conduct full risk assessment on upcoming business, technology, process and regulatory changes to ensure full CASS impact is documented and mitigated ahead of event and oversee implementation of off required controls once approved by CASS Committee.
 
 
Who you are

•Expectation that the role holder will have  a strong working knowledge  and in-depth understanding of Client Money and Client Asset regulations and operations within a CASS medium or large firm type
•Experience within a Wealth Platform Manager, operating at Manager level
•Have good knowledge of ISA and GIA products
•Ability to form strong working relationships internally and at senior levels of the Firm and with external third parties
•Strong communication and influencing skills
•Ability to constructively challenge, and the confidence to challenge Senior  colleagues
•Strong analytical skills and an eye for detail
•Act independently with initiative and decisiveness, and is aware of when to escalate issues
•Proven ability to act quickly and decisively, using the CASS regulations as guidelines
•Ability to make complex decisions in a time sensitive environment and within the bounds of the CASS regulations
•Ability to find improvements in processes and procedures
•Team Player
 
Qualifications

•Bachelor’s degree or qualified in either ACA/ACCA/CIMA or had experience in an Operations or Finance manager role
•Relevant professional finance qualification (e.g. CISI Investment Operations Certificate)
•Qualification or training received in CASS
