Job Description

We are hiring a Technical Program Manager to support the Infrastructure Resource Group (IRG) and Architecture, Quality & Innovation (ARC) portfolios. This role manages complex infrastructure and platform programs across cloud migration, database operations, network engineering, identity and access management, information security, service delivery, site reliability, enterprise architecture, platform engineering, quality transformation, and innovation.



The candidate does not need to be a hands-on architect or engineer, but they must understand how infrastructure and platform programs are planned, sequenced, validated, and adopted - and how technical dependencies across teams determine whether they land.



The defining characteristic of this portfolio is that almost nothing is contained within a single team. Work routinely spans Cloud Operations, Database Operations, Network Engineering, Security, DevOps, QA, and product engineering simultaneously, with hard external dates attached to compliance and end-of-life obligations. The ideal candidate can bring structure to ambiguity, broker dependencies across organizational boundaries, escalate with clarity, and hold a program together when the blockers sit outside their own span of control.



This is a senior-level role. It is expected to operate with minimal direction and to interface directly with engineering leadership.




Requirements



A strong candidate should demonstrate experience in most of the following areas:

• Managing infrastructure, cloud, platform, or enterprise systems programs end to end


• Cloud migration and data centre exit work - AWS migrations, workload moves, decommissioning, hybrid states


• Database programs - engine migrations, version upgrades, replication, disaster recovery


• End-of-life and lifecycle remediation with hard vendor or support deadlines - operating systems, hypervisors, caching layers, runtimes, database versions


• Resilience and disaster recovery - failover design rollout, multi-region DR, recovery testing


• Identity and access programs - SSO consolidation, identity provider migration, access review automation, privileged access


• Security and compliance-driven delivery - PCI-DSS, SOX, business continuity, vulnerability management, audit remediation with dated obligations


• Platform and architecture programs - domain services, service mesh, event bus, shared libraries, API modernization


• Coordinating across infrastructure, security, database, network, DevOps, QA, product, and vendor teams


• Managing dependency chains where the blocker sits in another team or another portfolio


• Driving cross-functional execution through milestones, RAID, dependency registers, and escalation


• Using Jira and Confluence as a genuine system of record for execution, documentation, decisions, and stakeholder visibility


• Using AI tools to improve productivity, summarize information, draft reports, identify gaps, and reduce manual effort


• Communicating clearly with both engineering teams and executive stakeholders, including CIO and CTO level reporting

Preferred: experience in financial services, payments, or another regulated environment, and familiarity with the rigour required for change management and compliance evidence.
